Walls and rising towers of the new-born city of Carthage.

Next they purchased a site, called Byrsa because of their bargain;

Only so much could be bought as their wit could surround by a bull’s hide.

Virgil

Aeneid

Dido struck a deal to be allowed to build a city on a plot of land, as much as could be surrounded by a bull’s hide. By cleverly cutting the hide into thin strips she was able to surround an area of 23miles!
